China: Ministry issued regulations on QoS for 3G covering voice, video, Internet, billing errors and other aspects of the service

[JLM Pacific Epoch] Ministry of Industry and Information Technology (MIIT) sent regulations to ensure 3G service and communication quality to operators, they come into effect on June 1.

In-network video calls connection rates of 82% and cross-network of 80%.
Connection rates for in-network voice calls to be 85% and cross-network 80%.
90% of WAP to be successful.
95% and 99% of MMS and SMS messages.

Also sets standards for billing errors and periods; customer service and privacy protection; and time periods for suspending numbers between users and resuming service after recharging accounts and repairing malfunctions.
