[pacificepoch] The Chinese government plans to raise Internet access levels to 45% of the Chinese population in the next five years, according to a State Council white paper about internet in China released June 8. The white paper said the Chinese government aims to safeguard freedom of speech on the internet in accordance with the law, explore intellectual property protection with regards to the internet while maintaining a balance between public interest protection and the promotion of innovation, and to seek common ground over international internet security concerns while reserving differences.
