Broadband: normalisation of OECD data by numbers of households and fixed telephone connections

[ssrn] In this perspective, [George Ford] evaluate[s] three normalization variables for broadband connection data for the OECD -- population, households, and fixed telephone connections. Statistical testing indicates the best normalization variable is fixed telephone connections. Broadband connections are not proportional to population, eliminating population as a useful normalization criterion. The ranks of countries across the normalizing variables are evaluated.
